RA 11261: First Time Jobseekers Assistance Act (Full Text)

Republic Act No. 11261 otherwise known as An Act Waiving Government Fees And Charges in the Issuance of Documents Required in the Application for Employment of First Time Jobseekers was signed into law by Pres. Rodrigo R. Duterte last April 10, 2019 and released in May 7, 2019.

In accordance with the policy of the State to promote full employment and equality of gainful work and opportunities for its citizens, RA 11261 was enacted to “expand accessibility to government services and provide incentives to improve a first time jobseeker’s access to employment”.

Under Republic Act no. 11261, all government and controlled corporations, local government units and government hospitals shall waive its fees and charges for the first time jobseekers. The waiver can only be availed of once.

What transactions are covered under Republic Act no. 11261? Section 4 of the law enumerates the government transactions where no fees and charges shall be collected, to wit:

a. Police clearance certificate;

b. National Bureau of Investigation clearance;

c. Barangay clearance

d. Medical certificate from a public hospital, provided that fees and charges collected for laboratory tests and other medical procedure for the grant of a medical certificate shall not be free of charge;

e. Birth Certificate

f. Marriage Certificate

g. Transcript of academic records issued by state colleges and universities;

h. Tax Identification Number (TIN);

i. Unified Multi-Purpose ID (UMID) Card; and

j. Other documentary requirements issued by the government that may be required by employers from job applicants.

What are the requirements to avail of the benefits under this law? The applicant need only present a barangay certification showing that he/she is a first time jobseeker.

What transactions are not covered by RA 11261?

  1. applications to take professional exam conducted by the Professional Regulation Commission;
  2. application for Philippine passport by the Department of Foreign Affairs;
  3. authentication and red ribbon of documents by the Department of Foreign Affairs;
  4. application for Civil Service Examination conducted by the Civil Service Commission
  5. application for Driver’s License from the Land Transportation Office
