As reported in Inquirer.net that ---

Bacolod Rep. Greg Gasataya has filed a bill banning classes scheduled to start earlier than 8:30 a.m. in schools under the Department of Education and the Commission on Higher Education.

In filing House Bill No. 569 Monday, Gasataya said school hours should start no earlier than 8:30 a.m. due to the “state of transportation, amount of workload under the new K-12 curriculum, state of mental health in the country, and accessibility of schools especially in rural areas which are just some of the conditions prejudicial to the health and safety of Filipino students.”

The early start of classes enable parents to drop their kids off to school first before they can proceed for work.  If the school hours will not start until 8:30 AM, that means parents will have a hard time reporting to work on time.  Not only that, traffic will also become worse because the students will have the same beginning and ending times with the working population.  With students starting early, they also finish early and at least this eases traffic condition even a little bit.  For sure, traffic will be a lot worse if all of us use the road at the same time.

What are your thoughts?

I don't think this is necessary. Such a huge waste of time, money and effort in filing and debating on a bill that a simple order or directive from the Department of Education (DepEd) will do. Let the parents, school officials and even students decide what time they would like to start learning and having fun at school. Perhaps no earlier than 6:30 AM 🙂 And remember, whether it's about going to school, work or starting a project, having an early start is always better than starting late. As the proverbial saying  goes, the early bird always catches the freshest and most succulent worm. 😎

So, to Bacolod Rep. Greg Gasataya and all our lawmakers in general, why not look for something else to legislate? Something more worthwhile, needed and urgent, like compelling the highest official of this land to assert the Philippines' "sovereign rights" over its Exclusive Economic Zone (EEZ) against foreign intrusions, particularly by China.

Agree, it shouldn't be in form of a law ; DepEd and CHED can easily draw some rules to this effect. There are other important laws to be debated and passed.

What is wrong in going to school early anyway?

This would be beneficial because it will give the children the chance of getting the 8-9 hours of sleep. Because if they are sleep deprived, it will be difficult for them when it  comes to retention of lessons and other material learnings- this means it will be more difficult to concentrate in class and their ability to remember what they read or hear is impaired. As early as 8 yrs.old, many children start staying up later at night and sleeping later in the mornings.  Though this might be not applicable to all, but most adolescents feel awake later at night, making it difficult to go to sleep before 10pm.
